CITY COUNCIL MINUTES <br /> MONDAY, JiJLY 21, 1997 <br /> The City Council of the City of Decatur, Illinois, met in Closed, Executive Session in the <br /> City Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen Nick Burton, Michael T. Carrigan, Lou Ann Jacobs, and William Mitchell. <br /> Councilmen Larry W. Foster and Betsy Stockard were absent. Five members were present and <br /> two were absent. Mayor Howley declared a quorum present. <br /> The only item of business was a discussion regarding collective negotiating matters. <br /> Assistant City Manager Rolanda Johnson, Corporation Counsel John W. Couter and City <br /> Manager Jim Williams updated City Council on current contract negotiations. Johnson <br /> highlighted major issues discussed during negotiations between the City and Police Benevolent <br /> Association, Decatur Public Library, and AFSCME Local 268. Discussions focused on ppo, <br /> residency, life insurance, minimum staffing, equipment, longevity, grievance, promotions, <br /> hireback, vacation, increase in plain clothes fees, compensatory time, employee dependent care <br /> cost, and holidays. No formal action was taken. <br /> Councilman Burton moved the meeting be reopened to the public; seconded by <br /> Councilman Carrigan, and on call of the roll, Councilmen Burton, Carrigan, Jacobs, Mitchell, <br /> and Mayor Howley voted aye.
