CITY COUNCIL MINUTES <br /> MONDAY, SEPTEMBER 15. 1997 <br /> The City Council of the City of Decatur, Illinois met in Closed, Executive Session in the <br /> City Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen Nick Burton, Larry W. Foster, and William Mitchell. Councilmen Michael T. <br /> Carrigan and Lou Ann Jacobs were absent. Councilwoman Betsy Stockard was absent when the <br /> meeting convened. Four members were present and three were absent. Mayor Howley declared <br /> a quorum present. <br /> The only item of business was a discussion regarding collective negotiating matters. Ms. <br /> Johnson addressed the Decatur Public Library contract negotiations and outlined the wages for <br /> the next three year period, insurance coverage, discipline and discharge language and fair share. <br /> Council concurred with the contract and authorized the City Manager to sign said contract. Ms. <br /> Johnson briefly addressed the issues facing both AFSCME Loca1268 and the Police Benevolent <br /> Association. These include ppo, promotion process, minimum staffing, temporary employees <br /> and outsourcing. <br /> Councilwoman Stockard entered the meeting during the discussions. <br /> Councilman Burton moved the meeting be reopened to the public; seconded by <br /> Councilman Mitchell, and on call of the roll, Councilmen Burton, Foster, Mitchell, Stockard, and <br /> Mayor Howley voted aye. The Mayor declared the motion carried. <br /> The meeting was reopened to the public and adjourned at 9:32 P.M. <br /> � <br /> , � . � ���GJ <br /> Celeste F.
