CITY COUNCIL MINUTES <br /> MONDAY.DECEMBER 8, 1997 <br /> The City Council of the City of Decatur, Illinois, met in Closed, Executive Session in the <br /> City Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen Nick Burton, Michael T. Carrigan, Larry W. Foster, Lou Ann Jacobs, William <br /> Mitchell, and Betsy Stockard. All seven members were present. Mayor Howley declared a <br /> quorum present. <br /> The only item of business was a discussion regarding collective negotiating matters. City <br /> Manager Jim Williams, Assistant City Manager Rolanda Johnson and Corporation Counsel John <br /> W. Couter reviewed the current proposal with the Police Benevolent Association advising <br /> Council that arbitration had been scheduled and the issues still remaining include residency, <br /> promotion and discipline process, ppo participation, and dependent coverage. Corporation <br /> Counsel Couter responded to Council's questions regarding these same issues and other <br /> municipalities. <br /> Councilman Carrigan moved the meeting be reopened to the public; seconded by ', <br /> Councilwoman Jacobs, and on call of the roll, Councilmen Burton, Carrigan, Foster, Jacobs, � <br /> Mitchell, Stockard, and Mayor Howley voted aye.
