CITY COUNCIL MINUTES <br /> MONDAY,DECEMBER 15, 1997 <br /> The City Council of the City of Decatur, Illinois, met in Closed, Executive Session in the <br /> City Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen Nick Burton, Michael T. Carrigan, Larry W. Foster, and Betsy Stockard. <br /> Councilmen Lou Ann Jacobs and William Mitchell were absent. Five members were present and <br /> two were absent. Mayor Howley declared a quorum present. <br /> The only item of business was a discussion regarding collective negotiating matters. City <br /> Manager Jim Williams, Assistant City Manager Rolanda Johnson and Corporation Counsel John <br /> W. Couter stated a tentative agreement with the Police Benevolent Association had been reached. <br /> The contract period is for three years and will expire April 30, 2000. Ms. Johnson outlined the <br /> major issues which included residency (must reside within Macon County and within 15 miles of <br /> the corporate city limits); salary and wages (first year - 2% in both May and November; second <br /> year- 3%; and, third year- 2%), longevity (9% for 20 years and 12% over 25 years), equipment, <br /> life insurance (city to provide $25,000 life insurance policy), ppo participation, promotion and <br /> discipline language. Staff responded to Council's questions regarding how the tentative <br /> agreement would impact current negotiations with AFSCME Loca1268 and discussions with the <br /> arbitrator. <br /> Councilman Foster moved the meeting be reopened to the public; seconded by <br /> Councilwoman Stockard, and on call of the roll, Councilmen Burton, Carrigan, Foster, Stockard, <br /> and Mayor Howley voted aye.
