Williams, Jr., City Manager
Bruce A. McNabb, Director of Public Works
John A. Smith, Water Production Manager
SUBJECT: South Water Treatment Plant
Safe Drinking Water Act Compliance Study
The City of Decatur's South Water Treatment Plant (SWTP) was designed in the mid 1980's
and completed in 1988. At the time of design, it was anticipated that the SWTP would meet not
only existing Safe Drinking Water Act (SDWA) regulations but also future changes to the
SDWA. However, new research into drinking water contaminant effects on humans and the
Milwaukee Cryptosporidium event have resulted in additional amendments and changes to the
SDWA that were not anticipated at the time of design of the SWTP.
The following are some of the regulations we expect the current SWTP will not be able to
meet:
• A change in the turbidity regulations from 0.5 turbidity units to 0.3 turbidity units. This is
the same kind of change that resulted in a downgrading of the North Water Treatment
Plant treatment capacity in 1993 in order to meet the changed regulation. The SWTP will
need improvements to the treatment system to meet this regulation and meet water
demands.
• Disinfection Byproducts Rule. When chlorine is added to the water, certain byproducts
are formed. New research on the effects of these byproducts on humans indicates a need
to greatly reduce these contaminants. Chlorine is an integral part of our current treatment
process, so changes will have to be made.
