Page 2
• Cryptosporidium contamination. New regulations will require the removal / inactivation
of this parasite. It is anticipated the SWTP will need to be upgraded to meet this
regulation.
The new regulations are expected to become law soon and water treatment plants will have
about three years to be in compliance with the regulations. Since design, bidding, award and
construction of the needed improvements may take several years, staff feels that now is the time
to do a SWDA Compliance Study of the SWTP in order to identify the deficiencies and make
recommendations and cost estimates of the needed improvements.
Staff has negotiated an agreement with Black & Veatch for this project (copy is attached).
Black & Veatch was chosen for this work based on their familiarity with the regulations and the
SWTP, due to design and subsequent work. The study should take five months to complete and
cost a maximum of$26,900. Funding would come from the South Water Treatment Plant Capital
Fund.
It is recommended by staff that the City Council approve the attached resolution awarding a
contract to Black & Veatch for the South Water Treatment Plant Safe Drinking Water Act
Compliance Study, City Project TP-9812, and authorize the Mayor to execute the agreement.
attachments: 2
cc: Sam Wolfinbarger, Black& Veatch
