. 1 � � <br /> CITY OF DECATUR, ILLINOIS <br /> DECATUR PUBLIC TRANSIT SYSTEM <br /> INSTRUCTIONS TO INTERESTED FIItMS <br /> DESCRIPTION <br /> Decatur is a community of 83,885 persons located in Central Illinois., The City <br /> comprises a land area of 44 square miles or 1,906 residents per square mile. It is basically a <br /> "blue collar" community with such industries as A.E. Staley Manufacturing Company; <br /> Archer-Daniels-Midland; Firestone; Mueller Co.; Wagner Castings; and Caterpillar Tractor <br /> Company located here. Appro�mately 15 percent of the population is comprised of minority <br /> persons. <br /> Municipal government is the City Manager/Council form with an appointed City <br /> Manager and an elected Mayor and six Council members. The Department of Community ! <br /> Development has direct responsibility for the transit system. The transit system was acquired � <br /> from a private operator in 1972 and it has been managed by private firms under contract with the <br /> City since that date. <br /> The City owns 26 transit coaches (7-1979 Grumman Flxible's, 7-1987 Flxible Metro's, <br /> and 12-1993 TMC buses) but only operates 21 during the peak periods of the day. There are 44 <br /> full-time employees, consisting of 27 operators, 8 mechanics, and 9 administrative staff <br /> members. The cunent transit operating budget is $2.2 million. <br /> The Decatur Public Transit System (DPTS) provides bus service every day of the week <br /> except Sunday. It not <br /> only funds a subsidized t�i- cab program for the disabled, but it also operates a demand- <br /> responsive, lift-equipped van for wheelchair-bound persons unable to use the taxi-cab program <br /> or the fixed route accessible buses. <br /> SCOPE OF SERVICES <br /> The contract for management services will be for a three-year period, commencing on <br /> July 1, 1998 and ending June 30, 2001. <br />
