The duties and responsibilities of the management firm (OPER.ATOR) are outlined <br /> below: <br /> (1) The Operator agrees to furnish full and complete management and supervisory <br /> services reasonably required for the conduct and operation of public <br /> transportation facilities,owned by the City and all appurtenances and additions to <br /> said facilities for the purpose of providing public transportation of persons for <br /> hire within the City and areas proximate thereto. <br /> (2) Operator shall furnish a full-time resident manager and any additional personnel <br /> reasonably required for the active management and direction of the system on <br /> behalf of the City in, but not limited to, the following areas: . <br /> A.) Transportation Operations including: <br /> - 1) Establishm�nt and direction of garage, transportation and office procedure <br /> and supervision of all transit personnel. <br /> 2) Direction a.nd preparation of advertising campaigns, sales promotion and <br /> public relations projects. <br /> 3) Securing all insurance coverage required and handling all matters with <br /> insurance carriers. <br /> 4) Direction and supervision of all accounting, bookkeeping, auditing, <br /> purchasing and any policy or procedure as set forth by the City. <br /> B) Schedule Operations including: <br /> 1) Studying and recommending changes in bus operating schedules, headway <br /> frequencies, transfer methods and other related transit operations. <br /> 2) Direction of surveys to determine the need for establishing new rates, <br /> route and schedule changes, and transfer alterations. <br /> C) Labor Relations and Contract Negotiations includin�: <br /> 1) Direction and supervision of labor relations, labor contracts and heazings <br /> on grievances and misunderstandings. <br /> D) Employee Selection, Safety and Training including: <br /> 1) Direction and supervision of the selection of all transit employees. <br />
