Section l. That the City Manager is authorized to execute and file an amended <br /> application on behalf of the City of Decatur, Illinois, with the United States Department of <br /> Transportation through the Illinois Department of Transportation for a grant under 49 U.S.C., <br /> Sect. 5307 ( Section 9) of the Urban Mass Transportation Act of 1964, as amended, for operating <br /> and capital assistance. The purpose of the amendment to grant project no. IL-90-X284 is to <br /> substitute 2 trolley coaches for the 1 regular transit coach programmed which will not change the <br /> financial obligations of the parties to the existing grant agreement. <br /> Section 2. That the City Manager is authorized to execute and file with such amended <br /> application assurances, certifications, or any other documents required by the United States <br /> Department of Transportation or the Illinois Department of Transportation for the purpose of <br /> meeting the requirements set forth in all guidelines and regulations issued or to be issued under <br /> the Act. <br /> Section 3. That the City Manager is authorized to execute and file with such amended '�, <br /> application an assurance or any other document required by the United States Department of �',, <br /> Transportation effectuating the purpose of Title VI of the Civil Rights Act of 1964. <br /> Section 4. That the City Manager is authorized to set forth and execute affirmative <br /> minority business policies in connection with the project's procurement needs. <br /> Section 5. That the Mayor is authorized to execute grant agreements on behalf of the <br /> City of Decatur, Illinois with the U.S. Department of Transportation for aid with the financing of <br /> 49 U.S.C., Section 5307 (Section 9) operating and capital assistance projects. <br /> Section 6.
