PROJECT APPROACH SUMMARY
TANK 1NDUSTRY CONSLJLTANTS has presented a proven project approach to this project. '
Our project approach has been successfully utilized on hundreds of similar projects. While it is
very likely that many engineering firms may indicate a similar project approach, it is TIC's exten- i
sive experience that separates us from all other firnzs. ,
Cost Savings: One of the primary reasons that an owner should select an engineer is that the
engineer selected will save the owner time and money--through proper planning, project designs
that meet the needs today and tomorrow, and verification of quality workmanship so projects are
constructed in the manner designed. Likewise, one of the most important aspects to TIC's Project
Approach is that TIC will save the City money. While TIC's fees may not be the least, TIC will
still save the City of Decatur money through:
• Development of a quality model of the system which vrll allow better rr formation to be used
in making engineering decisions. The better decisions will undoubtedly result in savings in
initial construction as well as throughout the operation and maintenance of the new tank(s).
• Better site selection. By selecting a better site, significant cost savings can be found. These
savings include: site acquisition costs, site development costs, costs associated with running
water lines and power lines to the site and other infrastructure upgrades, tank construction
costs, and future tank maintenance costs.
• A more complete design memorandum which will provide the basis for a better desigji. Un-
derstanding a11 of the issues associated with new tank design and construction will reduce ini-
tial construction costs as well as reduce future maintenance costs.
• While no dollar figure can be placed upon less frustration and fewer headaches, this is the type
of project TIC delivers. As the City looks at their existing tanks (TIC provided the engineer-
ing for their rehabilitation), the City will see tanks which were last painted and upgraded more
than seven years ago. Yet the tanks are still in impeccable condition and the project is per-
fornung as requested by Decatur and designed by TIC. While other communities continue to
complain about the costs and frustrations associated with tank maintenance, the City of De-
catur continues to enjoy the benefits of a well designed and constructed project. If this is the
type of new tank project the City wants, then continued success with TIC will be an easy deci-
sion.
Sineerity and Interest: TIC has been successfully completing water tank projects for more
than eighteen years. This practice has been sustained with a philosophy of service and quality
which has always been the underlying theme at TIC. Even though technology and regulations in
the industry are in a constant state of flux, we have kept up with these changes and challenges.
The only throw-back to the "good old days" is the concept of personalized services and timeli- .
ness. There are many talented consulting firms available to the City of Decatur, but where we set
ourselves apart fi-om the normal consulting practice is our professional, yet personal service.
3-8
