The intent of the design memorandum is to make the City of Decatur aware of the issues associ- <br /> ated with the successful completion of this significant project. While the design memorandum is <br /> not intended to be a design document or a specification, the City will have a far better under- <br /> standing of the project requirements and will be certain that the engineer designing the project <br /> from this memorandum will have the necessary information to adequately specify/design this proj- <br /> ect. <br /> Final Report: A final report will be developed outlining the findings of the previous tasks. <br /> The report will be organized in a logical format and include: <br /> • Table of Contents <br /> • Executive Summary of the Study <br /> : • Summary of the Activities Performed <br /> • Compilation of Pertinent Data used in the Analysis <br /> • Inclusion of Schematics, Charts, Graphs and other Graphics to Represent the Findings <br /> • Recommendations of Tank Site(s), Type(s), Size(s) to include: <br /> • Suitability of the site(s) <br /> • Estimates of costs associated with construction at the site(s) (outside of the <br /> tank style analysis) <br /> • Issues associated with zoning, controlling land use, and public acceptance of <br /> the site(s) <br /> • Permitting or scheduling issues ' <br /> • Design memorandum <br /> • Tank style analysis including long-term ownership and maintenance costs <br /> • Estimation of the project timetable, including critical milestones <br /> • Inclusion of photos of the potential sites with tank style images overlaid on the photos <br /> to provide visual impact of the tank(s) on the site <br /> • Inclusion of a recommended scope of services for the City to use in obtaining the nec- <br /> essary design and construction services to successfully complete this project. <br /> TIC will meet with the City to review a report draft and the issues that require direction from the <br /> City. TIC will then provide the City of Decatur with a draft copy of this report to allow the City <br /> staff to provide important input into the final document. Once TIC receives the City's modifica- <br /> tions, then TIC will provide a final copy of the Final Report. <br /> Phase II: Design <br /> If requested, TIC is prepared to develop a new tank design specification which will: <br /> • reduce tank construction costs <br /> • reduce future tank maintenance costs <br /> • require a more aesthetically pleasing tank <br /> • utilize a longer life coating system - <br /> • provide decades (if not centuries) of service to the City of Decatur. <br /> 3-7 <br />
