ti pF•PEC9
c
u oe
'/[LINOS
February 10, 1998
PUBLIC WORKS MEMORANDUM
NO. 98 - 05
MEMORANDUM TO: Honorable Mayor and City Council
FROM: James L. Williams, Jr., City Manager
Bruce A. McNabb, P.E., Director of Public Works
Stephen P. Swanson, P.E., City EngineerG"
John A. Smith, Water Production Manager
SUBJECT: Elevated Water Tank- South, CP-9735
The Water Resources, Storage and Production Study of the City's water system prepared in
1996 by HARZA Consulting Engineers and Scientists served as the basis for the water system
improvement strategy recommended by the City's Department of Public Works to the City
Council. This strategy was accepted by the City Council in October, 1996. Staffs strategy
included several distribution system improvements to compliment the improvements identified in
the HARZA study.
Staff identified as an immediate need the construction of an elevated water tank to serve the
southern part of the City's water distribution system within the time frame of 1997 to 1999. The
south elevated water tank was recommended to meet the need of maintaining water pressure in
the southern part of the distribution system during periods of high water demand or brief power
outages at the City's water treatment plant(s). This need has been experienced on occasions and
further documented in the modeling of the City's water distribution system. This project would
continue to be needed if significant demands of ADM were removed from the system.
The Department of Public Works requested proposals from professional engineering firms
interested in providing Phase I services for the Elevated Water Tank- South, CP-9735. Phase I is
to determine the location, sizing and specifications for the new tank. Five proposals were
received in response to the City's request. Proposals were received, listed in alphabetical order,
from:
