 Df c'a
_ c
V 7e
rr 1
'/IIINOY
January 9, 1998
PUBLIC WORKS MEMORANDUM
NO. 98 - 02 I
MEMORANDiJM TO: Honorable Mayor and City Council ',
FROM: James L. Williams, 7r., City Manager II
Bruce A. McNabb, Director of Public Works''' _
Keith D. Alexander, Lake Manager
SUBJECT: Commercial Fishing Contract
After trying for the past few years, the State of Illinois has located a commercial fishing
contractor who would like to work on Lake Decatur. Commercial fishing is administered by the
State via a commercial fish removal contract. Only commercial fish species are harvested. These
include carp, carpsuckers, drum, bowfin, gar, grass carp and buffalo. Game (or sport) fish are not
harvested. State Conservation Police Officers regulate the operation by on-site inspections.
mmri fihin nfi r
Co e c al s g be e ts fo Lake Decatur include:
♦ Potential increase of game fish populations by removing commercial fish that compete
with game fish for food and habitat.
♦ Potential reduction in the Lake's turbidity (cloudiness) by removing bottom feeding
commercial fish that continuously dig up and stir lake bottom sediments.
♦ Potential decrease of human health risks by removing buffalo fish which are chemically
contaminated beyond safe human consumption levels due to previously used, but now
currently banned, herbicides and pesticides.
City staff recommends that Council approve this resolution to a11ow commercial fishing on
Lake Decatur through March 31, 1998.
Attach.: 2
