. <br /> ; . . <br /> Page 2 <br /> The 1989 inspection report noted various problems with these sewers and made preliminary <br /> repair recommendations. These sewers must be reinspected prior to preparing the final plans and <br /> specifications for the rehabilitation project. This is done to note any changed conditions since the <br /> 1989 inspection and to verify the type and extent of repair work that must be done to the sewers. <br /> The inspection of the sewers is most effectively and safely done by the use of a video camera and <br /> videotaping equipment. In addition, separate manhole inspections must be made to determine the <br /> condition and repair needs for each manhole. Other work involved includes the sampling and I <br /> testing of the sewer environment for the air temperature inside the sewer and the temperature and <br /> pH of the wastewater. This information is used in selecting the proper type of materials for use in <br /> the rehabilitation. The inspection work must be done by a private firm specializing in this type of <br /> service. <br /> The Engineering Division requested proposals from two firms that could possibly provide the <br /> required professional services. The firms were Tele Scan, Inc., and Walden Associates, Inc. Both <br /> firms submitted proposals which were evaluated by the Engineering Division. The review of the <br /> proposals focused on the quality of the information to be provided to the City. The quality of the <br /> information is considered important by staff because it is expected that the prime construction <br /> contractors for this project will be from outside the Central Illinois area. This should enable the <br /> City to obtain more qualified responsive, competitive bids and lessen contract disputes about site <br /> conditions or the nature of the work. <br /> The City staff recommends Tele Scan, Inc., based on three basic factors. A primary decision <br /> factor was the quality of work exhibited in samples of their work as compared to Walden's. The <br /> second was the lack of a satisfactory response by Walden regazding sampling and testing services. <br /> The third factor was that the Walden proposal included unacceptable agreement conditions about <br /> the City's responsibility if Walden should get a camera trapped or lost in a line. Walden's <br /> proposed fee ($17,337) was about $7,000 less than Tele Scan's ($24,137). However, the <br /> full-range of services provided by and the professional quality of work exhibited by Tele Scan <br /> serve to justify staffs recommendation of Tele Scan for this project. A copy of the agreement for <br /> services with Tele Scan is attached. <br /> The information obtained from the inspection will be used by staff for the in-house design of <br /> the Jasper Street / Southeast Sewer Rehabilitation Project. The project plans and specifications <br /> for the East Prairie Street project were prepared in-house by staff. <br /> It is recommended by staff that the City Council approve the attached resolution approving <br /> the awaxd of a service contract to Tele Scan, Inc. for the inspection of the 7asper Street and <br /> Southeast Interceptor sewers and authorize the execution of the contract by the Mayor. <br /> attach: 4 <br /> cc: Phillip R.
