Williams, Jr., City Manager
Bruce A. McNabb, Director of Public Works v
Stephen P. Swanson, City Engineer
SUBJECT: Jasper Street& Southeast Interceptor Sewer Inspection
The City's Capital Improvement Program for Fiscal Year 1997-98 includes the design of the
rehabilitation of the Jasper Street and Southeast Interceptor sewers. This is the third of four
planned projects for rehabilitating the City's major trunk sewers. The Lower Broadway Sewer
Rehabilitation project was completed in 1997 and the East Prairie Street Sewer Rehabilitation
project is scheduled to start construction in the spring of 1998. The fourth project will be the
rehabilitation of the Upper Broadway and Jasper Relief sewers, which is planned to be completed
in Fiscal Year 1999-2000. These projects were prioritized based on an inspection completed in
1989 as a joint project between the City and the Sanitary District of Decatur.
The Jasper sewer was constructed in about 1890 as a brick sewer ranging in size from a
36-inch x 54-inch egg shape to a 72-inch circular sewer. This sewer begins at the intersection of
Leafland Avenue and Jasper Street and extends south along Jasper Street to North Street and then
southwesterly to a structure in Prairie Street just east of the ICG Railroad (refer to attached
drawing). The Southeast sewer was constructed in 1930 as a vitrified segmental block or
concrete sewer ranging in size from 72-inches to 84-inches. The Southeast sewer begins at the
intersection of 16th Street and Lake Shore Drive and extends westerly along Lake Shore Drive to
a structure between Maffit Street and Hilton Street. From this structure, it continues westerly to
the east side of Franklin Street (refer to attached drawing). The City ownership is for the segment
of line from 16th Street to about Hilton Street.
