Swanson, City Engineer �S <br /> SUBJECT: Street Reconstruction <br /> City Project 9724 <br /> The Street Reconstruction Program involves constructing new pavement in curbed streets <br /> having existing pavement with no useful life remaining. These streets have, over the course of <br /> their lifetime, received multiple layers of surface treatments and/or overlays. Each succeeding <br /> layer has reduced the available gutter depth by the thickness of the surface treatment or overlay. <br /> The available gutter depth on most of these streets has become two inches or less, such that the <br /> curb has lost most of its functional purposes (i.e. drainage control, access control, pavement edge <br /> . delineation, delineation of non-vehicular travelways, aesthetics, roadside management, etc.). The <br /> loss of these functional purposes contributes to the deterioration of the adjoining pavement <br /> structure. <br /> These older curbed local residential streets are a constant source of citizen complaints due to <br /> their poor condition, which typically precludes routine maintenance practices from being cost <br /> effective. The City has performed limited maintenance work as a temporary relief to roadway <br /> users. This year's program will reconstruct approximately 1.8 centerline miles of street. The <br /> miles of City streets needing to be reconstructed has not been completely determined at this time. <br /> Staff must obtain additional field data to make this determination. A listing of the streets in this <br /> year's program is attached for your information. <br />
