The Engineering Division, as part of last year's cold-mix recycling program, included a pilot <br /> project for the reconstruction of curbed local residential streets. Two streets were completed last <br /> year. The two streets were Stone Street from Johns Avenue to Cantrell Street and Witt Street <br /> from Eldorado Street to the a11ey north of Prairie Street. The results from these two streets were <br /> satisfactory and staff will continue to use the process in this year's street reconstruction program. <br /> The reconstruction process involves removing existing material, constructing a soil-cement base <br /> and placing a new asphaltic concrete surface. The finished surface of the new pavement is <br /> appro�mately 4 inches below its ongmal gade. <br /> The reconstruction process does inconvenience residents and disrupts local traffic. This <br /> work is essentially building a new street and the street must be closed to a11 traffic for a week to <br /> ten days. Residents will be inconvenienced and will not have direct access to their driveways <br /> while the street is closed. Staff will be working with the contractor to keep residents and <br /> emergency services informed of the project's progress and to make arrangements for residents <br /> having special needs. The closures will be held to a minimum, but will be unavoidable. It is <br /> expected that complaints from affected residents will occur. <br /> The project specifications were prepared by the Engineering Division. The project was <br /> � advertised and bids were received and opened on August 7, 1997, for this project. The results of <br /> the letting are as follows: <br /> Compared to <br /> Engineer's Est. <br /> Bidder Bid Price Over(-Under) <br /> Engineer's Estimate $ 788,720.00 --- <br /> Dunn Company $ 772,120.00 (2.10) <br /> We recommend award of the contract to the low bidder, Dunn Company, at their low bid <br /> price of $772,120.00. This recommendation of award, based on the receipt of one bid, is <br /> considered reasonable in this case given the historic number of contractors submitting bids for <br /> street construction type work in the City of Decatur and the desire to proceed with this project for <br /> the general benefit of the public. <br /> City staff will be available to answer questions that the Council may have at the meeting. <br /> � cc: Phillip R.
