. . , . <br /> . <br /> CITY COUNCIL NIINUTES <br /> TUESDAY, MAY 27. 1997 <br /> The City Council of the City of Decatur, Illinois, met in Closed, Executive Session in the <br /> City Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen Nick Burton, Michael T. Carrigan, Larry W. Foster, Lou Ann Jacobs, William <br /> Mitchell and Betsy Stockard. All seven members were present. Mayor Howley declared a <br /> quorum present. � <br /> The only item of business was a discussion regarding land acquisition. City Manager Jim <br /> Williams introduced Decatur Public Librarian John Moorman and members of the Decatur <br /> Public Library Board of Trustees. The discussion centered on the acquisition of the Sears facility <br /> located on North Franklin Street for use as the next Decatur Public Library facility. Mr. Ed <br /> Booth, attorney for the Library, informed the Council there is an agreement for deed with <br /> Decatur Foresight for this building and.outlined the terms of the agreement. Judy Heleine of <br /> Testing Service Corporation, a registered environmental property assessor, was present and <br /> reviewed environmental conditions of the property. No formal action was taken. <br /> Councilman Carrigan moved the meeting be reopened to the public; seconded by <br /> Councilman Foster; and on call of the roll, Councilmen Burton, Carrigan, Foster, Jacobs, <br /> Mitchell, Stockard, and Mayor Howley voted aye. The Mayor declazed the motion carried. <br /> The meeting was reopened to the public in the Council Conference Room with all seven <br /> members of the CiTy Council present. <br /> Councilman Burton moved the Council recess to Closed, Executive Session for the <br /> purpose of discussing land acquisition; seconded by Councilman Carrigan; and on call of the roll, <br /> Councilmen Burton, Carrigan, Foster, Jacobs, Mitchell, Stockard, and Mayor Howley voted aye. <br /> The Mayor declared the motion carried. <br /> Mr. Ed Booth, city staff and members of Council discussed the agreement with Decatur <br /> Foresight for a purchase price of$2.4 mi�lion and Council agreed to the terms.
