O.DEc'
- C
v oe

%[LINOS
July 15, 1997
PUBLIC WORKS MEMORANDUM
NO. 97 - 73
MEMORANDIJM TO: Honorable Mayor and City Council
FROM: James L. Williams, Jr., City Manager
Bruce A. McNabb, Director of Public Works
Keith D. Alexander, Lake Manager
SUBJECT: Illinois Environmental Protection Agency Water Pollution Control
Grant and Macon County Soil&Water Conservation District Contract
for Grant Administration
The City of Decatur has been awazded an Illinois Environmental Protection Agency (IEPA)
Water Pollution Control Grant to improve Lake Decatur water quality. The IEPA will contribute
$111,000 (60%) and the City will contribute $74,000 (40%) during the two-year project. City
funds are designated for this grant in this fiscal year's Water Capital Fund Budget. A copy of the
grant contract is attached.
The grant will accomplish two items:
• Provide one-on-one technical education sessions with at least 45% of all Lake Decatur
watershed farmers, fertilizer sales firms and farm management firms. These sessions will
explain sediment, nitrate and other agricultural water quality improvement strategies at
individual farmsteads and farm fields. Similar work in the Champaign and Ford County
area of the Lake Decatur watershed has demonstrated that one-on-one sessions are
highly effective.
• Provide an additional $108,042 in funding to the City's current water quality
improvement cost share program, which designs, implements and builds specific water
quality improvements.
