The Recipient shall develop and submit the job descnption or subconiract used for these <br /> positions to the 111inois EPA by September 1, 1997. The names and qualific�tions of tfw <br /> selected subcontractors or employee shall be submitted by the Redpient to the tilinois EPA <br /> at rix time of hire or execution of the subcontract. The Recipient shall cubmit a copy of tho <br /> executed subcorttrac�s within seven (7) days ot execution tC the IAinois EPA. The <br /> Recipie�t shaU provide oversight and trait�ing to the subcontractors/empioyees throughout <br /> the AQr�eemeM penod in regard to their program respons;biiities. <br /> 3. The technical and educationa!sessions condueted by the subconttaCtors/employees witi be <br /> developed with the assistanoe ef the USDA Natural Resouroe Co�secvation Service <br /> (NRCS), the local Soil and Water Conservation DisVicts within the w8tershed, the <br /> Cooperative Extertsion 3ervice, and loca! Farm Bur+eau offices. The sessrorts wiU indude <br /> deveiopment of a lVonpoiM Source Control Plan (Ptan) and shall it�vite pa�ticipatiny <br /> landowners to evaluate their tarm usinq tho FartnAsyst Program. Completecf Plans shatl <br /> address the following waLer quality eencerns: sedimentation ar�d erosiort control, <br /> nitrates, nuLrients, pesticides; and sto�mwater runoff control. Th• Plans shalt ident;fy <br /> the seleaecl best management practices, ;ncluding pesticide and nutrieM menagement <br /> pretection tor each farm; identify the farm Iocatian and size; and explain the benefits <br /> for selected BMPs. The Plan will be filed with the appropriate Soil and Weter <br /> Conservation District. <br /> The Recipier�t shal! conduci sessions to a minimum vf 2096 of the operators 1n the <br /> Upper Sangamon River waterst�ed bY June 30. 1998. The Aecipient shaU conduct <br /> sessions to an additional 2596 of the operato�s in the Uppe� Sangamon River <br /> watershed by June 30, 1999. Sessions conducted shall be reported by the ReciRient <br /> to the Illinois EPA in the progress repons devefoped in accordance with item i 1 of this <br /> Aflreement. " <br /> �OST SHARE PROGRAM AND BMP DESIGN Sp�C[FiC$T1� <br /> 4. The Recipient will submit the cost-shars docket, cast-share rate, and county average <br /> costs for the bQst management practicR cost-rharo program. In addition, the Recipient <br /> will submit a timeline for the cost-share program for milestones inctuding: publieity, <br /> sign-up, priotitization, and implementation. These cost-share proqrom logistics shatl be <br /> oompleted by the Recipient and submitted to Lhe Illinois EPA by September 1, 1997. <br /> 5. The Recipient shall survey, design, and after constructlon complete a final construction <br /> check for each ot the implemented 6MPs. The Redpient shalt prepare des�gn <br /> specifica6ons (Designa) for proposed BMPs (filter sfips, grassed waterways, grade <br /> stabilization structures, sediment b�ins, �mbank stabilization, t�ac�s, wetlands, eet.) <br /> to n!duce nenpo�nt source pollution. The Designs shatl inciude ident'dic�tion of the type, <br /> location, purpose, and esUmated cost of potential BMPs derived from the county average <br /> • cost; site selection criteria; prioritization of sites methodology; anticipated irtstallation <br /> schedule; materials {induding plant species); a�d ider�tiftcat'son of the Natural Resourcxs <br /> Conservation Service (NRCS) standards and specfications utitized for each BMP. A copy <br /> of ttte Desigrts shalt be submitted by the Recipient to the 1ltinois EPA for approval a <br /> minimum of twe�ty (ZO) business days prior to the planned sta�t of any vegetative dezring <br /> or construction of s�id practice. AII BMPs shall be deaigned to reduce nonpoint souroe <br /> (NPS) po�lution while pratec�ing or enhancing habitat and aesthetic quatit�es.
