Prior to tF►e implementation of a BMP, tha Recipient shatl enter irtto a contract with the owner of the BMP site to ertsur�e thei the installed BMPs shail be mamtairted for a minimum af ten (10) years. The Recipierit shall submit a draft copy of the contract to IUinois EPA by September 1, 7 997, a�d a finat copy will be submitted to the qlinois EPA within 30 days aiter our �eview of the draft copy. The RecipieM shall indude a spepf�c Operation and Mairrtenance Ptan (ObM Plan) for ihe BMP as p8R pf ttle conVacG The 08M Plan shall addrcss the followinfl: 1} mair�tenance of vegetation and hardware, 2) disposal of trash induding wood debris, 3j chemical treatment, end 4) the mechanism to providt finanaa! resources to implemer�t the Pfan. The Recipient wiil complete the installation and consuuction of atl BMPs by June 30, 1999. Photographic stides docttmenting Design implerttentation and BMP constructiort will be completed and submitted by the Recipierit to the Illinois EPA by JuRe 30, 1999. The Recipierrt w;ll prepare a report explaininp the execution of the Projeci (i.e., pre and post cenditiona, type and location of irYtpkmented best management pr�cticQs, practice design, methods of practice installatiort) and evaluating the projecCs suxess, induding but not limited to improvements in water q�ality, habitat, and shoreline and bank stabilization, and public information. The report will document the projeci tasks and summarize the r�sulb of the projed. The repoR will include a discussion of the eftectiveness vf the education oomponer�t and ttt� cost-effecGveness of selected prac2ices in relatiortship to aRemative manayement str�begies. A drift of the npo�t witl be completed �nd �ubmitt�d by the Recipient to tNe tUinois EPA by April 30, 1999.
