DECATUR POLICE DEPARTMENT
MEMORANDUM#97-56
June 26, 1997
MEMORANDUM FOR: Honorable Mayor Terry Howley and City Council
FROM: James Williams Jr., City Manager
Michael L. Mowen, Chief of Police
SUBJECT: Motorola Radio Maintenance Agreement
PURPOSE: The purpose of this memorandum is to secure council acceptance of a new
radio/maintenance agreement from Motorola Inc. and Segno Communications. Please refer to
the following information for cost increases and background information.
BACKGROUND: The Extended Monthly Maintenance Agreement on the Monthly Basis for
the City 800 MHz Radio System has not been updated for several years. A review of the fees
and maintenance agreement were initiated by Motorola and Segno for the following reasons:
1. The original agreement had never been udated fully since July of 1993. There
have been no cost increases in the last 4 years.
2. We have additional and more complex (expensive) equipment in place with the
rebuild of the Communication System.
3. We have fiscal responsibility for fixed equipment to operate the communication
system far the Macon County Sheriff as per Administrative Memorandum #96-23
dated May 22, 1996. The agreement between the City of Decatur and Macon
County requires that the City of Decatur pay for the "purchase and maintenance of
all... equipment necessary of perform its duties and obligations hereunder..." This
requires that certain pieces of fixed equipment now under the control of the
Decatur Police Department for the purposes of maintaining communications with
Macon County Sheriff s office is now our expense.
Previous Years Costs:
1. City Maintenance - 800 MHz system - $1519.00 /month
2. Previous Payment for County fixed equipment- $304.46/month
3. Proposed cost of new agreement covering all existing and new equipment as
proposed: $2,813.50/month which is broken down to $2,293.60 for the city
