Swanson,P.E., City Engineer'�� <br /> SUBJECT: Hickory Point West Sewer- Part II <br /> In May of 1995 the City and the Sanitary District of Decatur (District) entered into "A Letter <br /> of Agreement" to have a Facility Plan Amendment and Archaeological Reconnaissance Survey <br /> prepared for the proposed Hickory Point West Sewer on a 50/50 cost share basis. The District <br /> and the City had mutual interests in having the Plan Amendment prepared. The District's interests <br /> I included the need to u rade its Hicko Point Pum in Station and the e�ension of a sanit <br /> Pg rY P g �'Y <br /> sewer interceptor to serve portions of the City and the Village of Forsyth. The City's interests <br /> involved satisfying a commitment made in a 1992 Annexation Agreement to extend sanitary sewer <br /> service to the "Shade Tract". This property is 160 acres located immediately north of West <br /> Hickory Point Road and a quarter mile west of Oakland Avenue (refer to attached "Projected <br /> Service Areas Phased Development" exhibit). <br /> Plan amendments are used to justify need, show that planned facilities meet the anticipated <br /> needs and to identify project impacts relating to environmental, archeological and financial issues. <br /> This information is required by the Illinois Environmental Protection Agency (IEPA) when an <br /> application is made for a loan to construct new sanitary sewers. The District contracted with the <br /> firm of Bainbridge-Gee-Milanski & Associates, Inc. (BGM) to prepare the Plan Amendment. The <br /> Plan Amendment studied the area generally located north of I-72 and west of U.S. Highway 51 <br /> (refer to attached location map). BGM completed the report titled "AMENDMENT #12 to <br /> DECATUR AREA FACILITY PLANNING REPORT HICKORY POINT WEST <br /> INTERCEPTOR" dated April 12, 1996. This report was presented to Council at their study <br /> session of October 14, 1996. <br />
