The report recommended installing a 24-inch interceptor sewer beginning at the District's <br /> existing Hickory Point Pump Station and extending northwesterly approximately 5,000 feet to a <br /> location north of Hickory Point Road and east of Oakland Avenue. From this point a 10-inch <br /> trunk sewer would extend north to serve the Village of Forsyth and a 15-inch trunk sewer would <br /> extend westerly to serve fiiture development in the City (refer to attached Project Plan - Phase I). <br /> The 15-inch trunk sewer will be the City's responsibility to design, construct and maintain because <br /> it primarily serves the City. The 24-inch and 15-inch sewers will be the primary wastewater <br /> collection lines serving the far northwest area of the City. The route of the sewers shown in the <br /> report is based on general information and cannot be used to build the new sewers. <br /> A final design must be completed by an engineer to show the exact location of the new <br /> sewers. The final design is used to obtain bids from contractors and construct the new sewers. In <br /> the final design process, the engineer obtains detailed information about an area that includes <br /> existing underground utilities, the area's topography and other existing improvements (i.e. streets, <br /> buildings, storm sewers, sidewalks, etc.). This information is used to determine the route that <br /> avoids conflicts with other improvements, provides the maximum level of service and is cost <br /> effective. The route determined in the final design may vary from the general route shown in the <br />� preliminary study. <br /> The City and the District agreed in the May, 1995 letter to consider an Intergovernmental <br /> Cooperation Agreement (ICA) for the design and construction of the project if the Facility Plan <br /> was amended and the Archaeological Reconnaissance Survey was satisfactory to both parties. In <br /> City staffs opinion, these two conditions have been satisfied. In addition, the District has <br /> conducted the required public meeting to obtain public comment about the project. Copies of the <br /> letters in support of the project are included as exhibits in the ICA (refer to attached copy of the <br /> ICA). At the public meeting, there was support for the project and the needs it is intended to <br /> serve. City staff and the District have prepared an ICA for the design and construction of the <br /> City's trunk sewer in conjunction with of their interceptor sewer project. A copy of the ICA is <br /> attached. <br /> The ICA contains a provision for the City to terminate the ICA following the completion <br /> of the final design, if the City should decide to not proceed with the construction of its 15-inch � <br /> sewer. The estimated design cost for the City's 15-inch sewer is $19,500. If the City decides not �� <br /> to proceed with the construction of its sewer, it will have to reimburse the District for the <br /> engineering design expenses. <br /> The estimated cost for construction including construction supervision, legal fees and <br /> right-of-way costs is $231,000. Final costs will be based on actual costs of construction and <br /> services. It is expected that the project will be funded through a loan obtained by the District <br /> from the State of Illinois Water Pollution Control Revolving Fund. The loan repayment period is <br /> 20 years and the annual interest rate for this type of loan has historically been about 3.0 percent. <br /> The City's annual reimbursement to the District for the City's share of the loan repayments would <br /> be appro�mately $16,200 per year for 20 years. The City would have to pay the District an <br /> estimated $5,000 for non-loan eligible expenses at the completion of the project. The <br /> improvements are, at this time, planned to be constructed in the District's 1998-1999 fiscal year <br /> beginning May 1 and ending April 30 of the following year. <br />
