The goal of the program is to improve a <br /> large section of guardrail in the City each year. <br /> Public Letting Results <br /> The project specifications were prepared by the Public Works Department. The project was <br /> advertised two consecutive weeks on Wednesday, March 2 & 9, 2016, and bids were opened on <br /> Thursday, March 17, 2016. Results from the letting are as follows: <br /> Compared to Engineer's Est. <br /> Bidder Bid Price Over/Under <br /> Midwest Fence Corporation $32,000.00 (-15.99%) <br /> Clevenger Contractors NO BID _ <br /> En ineer's Estimate $38,092.00 ----- <br /> Two contractors took out bid packages and one contractor submitted a bid proposal for the <br /> Annual Guardrail Replacement Project. Midwest Fence Corporation provided the lowest <br /> responsive and responsible bid at 15.99%below the Engineer's Estimate. <br /> Midwest Fence has successfully completed projects for the City and adheres to the prevailing <br /> wage rate requirements of the State of Illinois. Staff recommends that the City Council approve <br /> a contract with Midwest Fence Corporation to perform the Annual Guardrail Replacement <br /> Project, Lost Bridge Road. <br /> The use of State Motor Fuel Tax Funds requires adherence to the State's Equal Employment <br /> Opportunity(EEO)requirements. The provisions of City Code Chapter 28, Article 10,"Minority <br /> Participation Goals for Public Works Contracts" do not apply to State MFT funded projects. <br /> SCHEDULE: Following approval of the contract by the City Council the contracts will be <br /> forwarded to the Illinois Department of Transportation (IDOT) in Effingham for approval. Work <br /> on this project shall begin after a"Notice to Proceed"has been issued from the City. The <br /> Guardrail Replacement project is scheduled to be complete before May 27, 2016. <br /> POTENTIAL OBJECTION: None we are aware of. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City <br /> Engineer. Richard Marley will be in attendance at the City Council meeting to answer any <br /> questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for this project is allocated in the Motor Fuel Tax Fund. It is <br /> proposed that a total project expenditure of$36,000 be authorized representing the low bid <br /> amount of$32,000 plus $4,000 for project contingencies. <br /> Page � 2 <br />
