Friday, March 14 , this author was successful in communicating <br /> with the Illinois Department of Transportation representative <br /> George Scherer, who indicated that the only question asked of <br /> him by the Assistant City Engineer was whether or not to his <br /> personal knowledge, Entler's had performed water main work. <br /> Mr. Scherer's response was that to his knowledge they had not. <br /> No further inquiries were made of Mr. Scherer. <br /> This author had contact with the State of Illinois <br /> Capital Development Board and spoke to three separate , <br /> representatives. This author had no more information <br /> regarding contact persons than did the City of Decatur through I <br /> the information provided in the March 10 letter. This author <br /> spoke to the Piatt County Engineer, Jerry Shauf. This author <br /> spoke to the DeWitt County Engineer, Jesse Johns and the <br /> acting Montgomery County Engineer, Donald Hamby. <br /> All three representatives of The State of Illinois <br /> Capital Development Board indicated that they had not been <br /> contacted in any way by the City of Decatur. The DeWitt <br /> County Engineer had not been contacted as of late afternoon, <br /> Monday, March 17 by the City of Decatur. The Montgomery <br /> County acting County Engineer had not been contacted by the <br /> City of Decatur. <br />' In light of the fact that Stephen P. Swanson nor William <br />' Ratekin, nor anyone else from the City of Decatur had <br /> contacted those references, counsel for Entler Excavating <br /> Company, Inc. requested documentation from the references; <br /> most of whom were kind enough to provide written responses <br />
