Hickory Point South Apartment Complea <br /> Sanitary Sewer Lift Station Payment <br /> In June 1994 the City of Decatur was approached by the Little River Development <br /> Company. Little River was planning the construction of a new apartment complex on Martin <br /> Luther King, Jr. Drive at Interstate 72. The City received a site plan for this apartment complex <br /> in July 1994 showing the project layout. As a part of the construction of the apartment complex, <br /> a sanitary sewer lift station was required. The lift station was necessary since the nearest existing <br /> City sanitary sewer was more than 1,400 feet away. <br /> In July 1994, the City approved a special use permit for this development. Among other <br /> things, the pernut stated that the City's financial participation in the sanitary sewer system would <br /> not exceed $28,041. <br /> During the site plan review process, the Sanitary District of Decatur(SDD) requested that <br /> the lift station become part of the public system. The SDD made this request prior to signing the <br /> Illinois Environmental Protection Agency (IEPA) permit request for the construction of the lift <br /> station. The SDD was concerned about the operation of a large lift station without proper <br /> monitoring. Monitoring included a telephone connection to the SDD along with audible and <br /> visual alanns on the lift station to report possible malfunctions. <br /> When it became apparent that the lift station would come under public ownership, the City <br /> requested Little River to have the design of the apartment's lift station modified. The modification <br /> would accommodate potential sewer flows from an existing 50 lot subdivision south of the <br /> apartment complex site. The subdivision is currently without sewer service, with each lot on a <br /> separate septic system. However, it is very possible that this subdivision will have sewers placed <br /> in the future. Modification of the lift station would be much less expensive than the construction <br /> of a new, separate station at a later time. <br />
