Fifteen (15) copies of the final report will be provided to the ',
City. Additionally, if requested by the City, complete documentation of all ',
workpapers used in the preparation of the water rate study will be provided to the '
City. This should facilitate subsequent updating by City staff with limited input !
from outside consultants.
1.9 Public Presentations, Educational Services
EES has planned on a number of project meetings and public presentations of the I
results of this study. Throughout this project, EES will schedule, as appropriate,
project meetings with the City staff. The purpose of these meetings will be to
review the progress and results of the study, and to assure that the assumptions
and methodology used within the study are consistent with the City's thinking.
It was noted that an initial project meeting with the City staff is a starting point for
this study. Generally, at the same time, a meeting is scheduled with the City
Council to discuss the general concepts, methodologies and philosophies which will
be discussed at a later point in the study. This is in effect an "educational" session
for the City Council. EES has found that our clients find this type of ineeting very
productive and aids in the process of understanding and properly setting rates.
In addition to this meeting, generally a workshop session is scheduled with the City
Council at the mid-point of the study to discuss the findings and results of the
revenue requirement and cost of service process. At that point, the City Council can
provide policy direction to EES before the process of developing the rate options
begins.
Once the rate options are developed, a second workshop meeting can be held with
the City Council to discuss the various rate options that have been developed, and
begin to narrow down the options to those which the City is willing to consider for
adoption. At that point, a public hearing can be held to adopt the final rates.
The final public meeting scheduled would be the public hearing to adopt the final
rates. EES has assumed participation at one public hearing on the final ordinance
to be adopted. For all of these workshop and public hearings, EES will prepare and
Scope of Services 1-12
