In summary, the purpose of these public
meetings would be to explain the findings, conclusions and recommendations of the
study, and to receive Council and public input into the process.
At the same time, the City has indicated the potential desire to meet with some of
the major customers of the utility to help explain the study and answer any
questions that may arise. EES has assumed that these meetings could be scheduled
at the same time (day or night) as the public hearings to help minimize travel
related costs to the City.
In addition to the above meetings, throughout this engagement, EES will undertake
to provide as much educational services to the City's staff inembers as possible.
This "transfer of knowledge" should allow for subsequent analysis and updates of
these studies with little or no outside technical assistance.
1.10 Computerization—Water Rate Model
As previously mentioned within the scope of services, the water rate study will be ;
developed on a microcomputer. The models will be developed on the spreadsheet
program Lotus 1-2-3; Version 5. All of the models developed (data disks) for the
City will be provided at the conclusion of this study.
