CTTY COUNCII.NIINUTES <br /> TUESDAY. SEPTEMBER 3, 1996 <br /> The City Council of the City of Decatur, Illinois met in Closed, Executive Session in the <br /> City Council Conference Room. Mayor Terry M. Howley presided; together with him being <br /> Councilmen Michael T. Carrigan, Larry W. Foster, I.ou Ann Jacobs, William 11�'itchell, Kent N. <br /> 11Tittelberg, and William F. Oliver. All seven members were gresent. Mayor Howley declared a <br /> quorum present. <br /> The only item of business was a discussion relative to the selection of a person to fill a <br /> public ofiice— namely, City Manager. City Council met with James L. Williams, Jr. of Decatur. <br /> No formal action was taken. <br /> Councilman 1�Ltchell moved the meeting be reopened to the public; seconded by , <br /> Councilman Foster, and on call of the roll, Councilmen Carrigan, Foster, Jacobs, 11Titchell, <br /> 11Tittelberg, Oliver, and Mayor Howley voted aye.
