Scope of Services <br /> Pedestrian Underpass Feasibility Study <br /> Marietta Street at Illinois Central Railroad <br /> Decatur, Illinois <br /> January 14, 1997 <br /> • Provide a feasibility study for the construction of a pedestrian underpass on Marietta <br /> Street under the Illinois Central Railroad tracks. � <br /> • Collect existin data from the City of Decatur, the Illinois Central Railroad (IC), local I�, <br /> g <br />' utility companies, the Illinois Department of Transportation (IDOT) and the Illinois ' <br /> Commerce Conunission (ICC). ' <br /> • Survey the site to verify furnished information and to deternune utility locations. <br /> • Setup preliminary meeting, or contacts, to determine design criteria. Meetings, or <br /> u in Authori the <br /> contacts, will include, but not be limited to, the City, the Decatur Ho s g ty, <br /> ICC and the IC. <br /> • Develop a preliminary layout, and concept, of the underpass location. Meet with the <br /> City, the Decatur Housing Authority and IC to review the preliminary layout of project. <br /> • Prepare a preliminary summary report and layout for presentation to City. The report will <br /> include at least the following items: <br /> 1. Introduction with location and history of the project. Design criteria will be <br /> included in this section. <br /> 2. The purpose and need for the project will be addressed. In addition to addressing <br /> the closure decision of the ICC the section will include traffic generated by the <br /> neighborhood. <br /> 3. The existing conditions of the area and project limits will be addressed. <br /> 4. Three alternates for the underpass will be considered: The no-build or do-nothing <br /> altemative; an open-cut alternative with some disruption of railroad traffic; and a <br /> boring or tunneling alternative with little or no disruption to railroad traffic. The <br /> advantages and disadvantages for each altemate will be indicated with opinion of <br /> probable construction costs indicated. <br /> 5. A fourth alternative of a pedestrian overpass will be studied. <br /> 6. Public meeting will be arranged by the City once the alternates are determined and <br /> made a part of the final report. <br /> 7. Recommendations will be given to the most feasible alternate. <br /> • The Final Conceptual Layout and Summary Report will be delivered to the City in a <br /> format for their use in presenting to the public, if necessary, and for further use, if <br /> appropriate, as a foundation for the plan preparation stage. <br /> C:\PROJECTS�AGREEMNIIDECSCOP.WPD <br />
