The proposed ',
study will define options available to the City in maintaining continued pedestrian access along
with the resulting advantages, disadvantages and estimated construction costs. Discussions will
be conducted with the Illinois Central Railroad, the Illinois Commerce Commission, the Decatur
Housing Authority and local neighborhood groups. The proposed study will take approximately
two months to complete, after which a final report will be issued that will include a preliminary
layout, suggested construction method and recommended crossing.
