It will determine the most practical methods for efficiently reducing nitrate and
sediment in Lake Decatur, including cost estimates. This cost/benefit analysis w71 provide .
definitive answers to controlling these contaminants at their source -the Lake Decatu.r watershed.
This informa.tion will assist City sta Counc and the Illinois Environmental Protection Agency
finalize our nitrate control decisions.
A key component of the study is the conducting of suc public input meetings to be held this winter
m Decatur, Monticello and Champaign. These are essential to create the cooperation the City
requires from landowners in the 925 square me Lake Decatur watershed.
Requests for proposals were maaled to 45 consulting firms. Nme proposaLs were submitted to
City sta A City review panel, consisting of Rachel McCain, Keith Harris and Keith Alexander,
evaluated the written proposals, then interviewed the top three finalists. The panel determined
that the team headed by Environmental Planning and Economics, Ina (EPE), in association with
University of Illinois faculty, Illinois State Water Survey, Black&Veatch, Limno-Tech and Monti
Communications has the best overall submittal and qualifications for this unique project. This was
based on the EPE team's expertise in watershed modeling, benefit/cost analysis and agricultural
economics.
The proposed EPE contract cost is not to exceed $178,686 and will be comleted by May of
1997. Fund.ing for this study was not included 'm the ciurent fiscal year budget due to the timing
of the completion of the Harza Water Resource, Storage and Production Study. However, the
Cits Water Fund has the necessary reserves to finance this work.
For cost comparison, the second best rated study proposal, from a team lead by Planning and
Management Consultants, suggested a preliminary, cost estimate of $143,976. Although this
proposal was rated highly, it was determined that the EPE proposal was better suited to meet the
City's needs due to EPE's previously mentioned areas of expertise.
1
