COMMUlvITY DEVELOPMENT MEMORANDUM
No. 96-197
December 3, 1996
TO: Honorable Mayor Terry M. Howley and City Council Members
J
FROM: James L. William ., City Manager
Debora L. Bean, ting Director,j/,_.
Kathy J. Miller, Planner a
G
SUBJECT: CLG Grant Application for Survey
(Tabled December 2, 1996)
This Certified Local Government Grant applications requests funding for the continuation of the
intensive photographic/research survey for Decatur.
A requirement as a Certified Local Government(and to remain eligible to compete for any
Historic Preservation funds designated by congress) is to provide an intensive photo survey of the
entire city. This survey provides information on each and every structure in the city with a photo
and information describing the structure, the building date and the building style, the architect, any
significant historical information and an evaluation on National Register eligibility
(example--attachment 1). In addition to information on each structure in the area, the historic
conte of the survey area will be developed explaining the important patterns in the development
of the neighborhood with a description of the various characteristic that give the area its identity.
A copy of the survey is kept at the Illinois Historic Preservation Agency, the Community
Development Office and in the local history room at the Decatur Public Library.
To date, an intensive survey has been conducted for the Near West and the Millikin Homestead
neighborhoods (1988/1991), the Millikin University neighborhood (1994) and approximately half
of the West End neighborhood (1994) (map attached). The West End Neighborhood is quite
large and the proposed area for this grant has not been previously surveyed. It is envisioned that
this type of surveying will continue as long as there is funding available.
This CLG grant does not extend the boundaries of the National Register Historic District or any
locally designated historic districts.
