Williams, Jr., City Manager <br /> Bruce A. McNabb, Director of Public Works � <br /> SUBJECT: Water Agreement for 1909 S. Baltimore <br /> An item on the agenda for the meeting of Monday, December 2, 1996, is a Resolution <br /> approving a Water Service Agreement for 1909 S. Baltimore, outside the City limits. A plat <br /> showing all of the pertinent data, legal description and the form of the agreement is attached. The <br /> service would tap an existing line adjacent to this property. <br /> The owner of this property, East Park Baptist Church, has requested City water service. <br /> Since this property is contiguous to the City limits, it would be the City's general policy to require <br /> annexation prior to approving this connection to the water system. However, the property owner <br /> does not wish to be annexed at the present time due to the economic hardship of connecting to <br /> the sanitary sewer system and annexing to the Sanitary District of Decatur. <br /> Since the ro ert owner is a non- rofit entit , the City would not receive any direct t� <br /> P P Y P Y <br /> revenues from this possible annexation. Therefore, the City staff recognizes this situation as an <br /> exception to the general policy and recommends defenal of the annexation request until there is <br /> further development on the property or there are other reasons to request annexation.
