_
tif•DEc
- c
v o
LINO`f
November 5, 1996
PUBLIC WORKS MEMORANDUM
NO. 96-73
MEMORANDUM TO: Honorable Mayor and City Council
FROM: James L.Williams,Jr., City Manager
Bruce A. McNabb,Director of Public orks
Stephen P. Swanson, City Eng' eer /J
Leslie A.Albert,Fire Chief CL
SUBJECT: Renovation of the Fire Training Tower !
City Project 9440
The City of Decatur Fire Department's training tower was constucted in 1974. The
facility has experienced a number of structural and "cosmetic" problems since its original
construction and is in need of renovation. Many of the structural related problems can be
traced to the interior of the facility being exposed to the environment (i.e., rain, snow,
temperature, etc.) as it was constructed without window coverings. The "wear and tear" of
training exercises have contributed to the condition of the training tower. In addition, birds
and rodents have added to the problems by nesting or roosting in the facility.
The Fire Department retained the consulting firm of Blank, Wesselink, Cook &
Associates, Inc. (BWC) approximately two years ago to inspect the training tower, determine
the needed repairs and/or upgrades and prepare the plans and specifications for the work.
The work was completed at that time, but the project funding was not approved until this
fiscal year. BWC has recently updated the plans and specifications to include any change in
conditions or additional work requested by the Fire Department. The Fire Department
requested that the training tower be retrofitted with the necessary fixtures to enable rope
training exercises to be conducted.
