The project was re-advertised for bids in July and two bids were received and opened on
August 26, 1996. The results of the lettin (a bid tabulation is attached) are as follows:
Compared to
Engineer's Est.
Bidder Bid Price Over(-Underl
Engineer's Estimate(B& $ 223,728.00 ---
Progressive Electric, Inc. $ 113,466.00 (49.28)
Rathje Enterprises, Inc. $ 269,953.00 20.66
(DB/A Bodine Electric of Decatur)
After the bid opening, Progressive Electric was asked about their bid amount to deternune
the significant difference from the Engineer's estimate and the other bid. Progressive Electric
determined that they had failed to include approximately $75,000 in their bid for equipment. They
recognized it to be their mistake and have stated in writing that they will honor their bid and
complete the work for the bid amount. Black & Veatch contacted four recent work references ',
provided by Progressive Electric. No negative comments were received about Progressive ',
Electric and a11 contacts expressed satisfaction with the work completed by Progressive Electric. '
Funding for this project is available in the City's approved Budget for this fiscal year.
Therefore, it is recommended by staff, that the City Council approve the attached resolution
awarding the contract for the Lake Level Monitoring System to Progressive Electric, Inc., the
lowest responsive responsible bidder, in the amount of their bid price of$113,466.00 and that the
Mayor be authorized to execute the contract.
City staff will be available to answer questions that the Council may have at the meeting.
attach.: 2
cc: Keith D. Alexander, Lake Manager
