Smith, Water Production Manager <br /> SUBJECT: Additional Lime Residuals Removal <br /> Decatur's two water treatment plants use a lime softening process to both remove hardness in <br /> the water and assist other chemicals in removing silt. In 1995, the two water treatment plants <br /> produced a combined total of approximately 23,000 dry tons of lime residuals. These residuals <br /> are stored in lagoons at both treatment plants. The City has a current contract with Corn Belt FS, <br /> Inc. to remove an amount of residuals equal to the previous year's production, at $18.75 per dry <br /> ton. <br /> In August of 1995, Black and Veatch Engineers presented a Lime Residuals Study to <br /> Council. Staff recommendations were also presented at that time. The two most viable options <br /> presented for lime residuals disposal were continued farm land application and hauling of lime <br /> residuals to a strip mine reclamation site as a short-term solution to dispose of excess lime <br /> residuals. Both water treatment plants have had, and continue to have, problems with an excess <br /> of lime residuals beyond the amount of storage space available in the lime storage lagoons. <br /> Staff has pursued the strip mine option over the past year without much success for the <br /> following reasons: <br /> 1. Numerous delays in getting approval to use a site. <br /> 2. One likely site was already in use by others for disposal, causing some areas of the <br /> site to be closed. <br />
