Alt B $ 789,804.50 44.18 After the bid opening, BGM reviewed the qualifications of the low bidder and deternuned that they are qualified and capable of performing the required work. In the process of reviewing the contractor's qualifications, there was discussion between BGM and the contractor about the contractor's interest to do the entire project. They were advised of the City's budget limitations. The contractor proposed to BGM an option to bypass sewage flows that they had used successfully on other projects to save money. The proposed option involves the use of an internal flume and piping system to bypass flows rather than the bypass pumping method designed by BGM. The savings result from not having to rent and operate pumps for an extended period of time. The alternate method involves a greater level of risk to the contractor due to the possibility of a washout, but is one they would be willing to accept. The contractor offered a deduction of $85,120 for Alternate A and $12,850 for Alternate B if the City was interested in the proposed bypass option. The bypass option was discussed with the Sanitary District of Decatur which accepts sewage from this sewer and the alternate is acceptable to them. Mr. Gene Henry of the Sanitary District of Decatur has commented on several occasions that the City should proceed to rehabilitate the entire line at this time. He has been continuously supportive and cooperative through the design process to help minimize costs to the City. This includes approving the use of the proposed bypass option.
