6. Tabulate and Evaluate Bids. Recommend Award. Prepare and provide to the City's <br /> Representative a bid tabulation which shall consist of a listing of all pay items in the contract <br /> documents, a listing of the Consulting Engineer's Opinion of Probable Costs, and a listing of the <br /> bids for each of the pay items submitted by each of the bidders. The Consulting Engineer shall <br /> tabulate the bids on an electronic spreadsheet form provided by the City's Representative. The <br /> Consulting Engineer shall assist the City's Representative in evaluating bids or proposals and in <br /> assembling and awarding contracts. The Consulting Engineer shall check the bidder's references <br /> and performance on priar projects. Based on the Consulting Engineer's evaluation of the bids <br /> and the qualifications of the bidders, the Consulting Engineer shall provide to the City's <br /> Representative a written recommendation for award of the contract to one of the bidders ar <br /> recommend other action as may be appropriate. The final selection of the Construction Contractar <br /> is the sole responsibility of the Ciry Council. <br /> 7. Completion Time. Complete the bidding phase and prepare and submit the recommendation to <br /> the City's Representative far the award of the Contract(s)within the time period set forth in <br /> Exhibit C,Project Timeline. <br /> B. CONSTRUCTION SURVEY AND LAYOUT PHASE. <br /> The Consulting Engineer ar Surveyor shall, after written authorization to proceed with the <br /> Construction Survey and Layout Phase: <br /> 1. Duties. The Consulting Engineer or Surveyor shall provide horizontal and vertical control line <br /> and grade to enable construction of the improvement as depicted in the Project plans. The <br /> number of control points to be established by the Consulting Engineer or Surveyor shall be <br /> sufficient to permit the construction contractor("Contractor") to construct the improvement <br /> within the construction tolerances established in the Project specifications. In addition, tbe <br /> number of control points shall be consistent with standard engineering practice. <br /> 2. Replacement of Lost Control Points. Control points which are lost, damaged,removed or <br /> otherwise moved by the Contractor or others shall be promptly replaced by the Consulting <br /> Engineer or Surveyor and costs far such replacement shall be computed on a time and materials <br /> basis, and reimbursed by the City or its construction contractor. <br /> 3. Accuracv. The Consulting Engineer or Surveyor shall provide the horizontal and vertical control <br /> points within the same measurement tolerances as the construction tolerances established in the <br /> Project specifications. The Consulting Engineer or Surveyor shall be responsible far the accuracy <br /> of the control points which are established. The Consulting Engineer or Surveyor shall be <br /> responsible for costs which may result from errors by the Consulting Engineer or Surveyor in <br /> placement of control points. <br /> The Consulting Engineer or Surveyor shall take all reasonable and customary actions to protect <br /> the control points established by the Consulting Engineer or Surveyor. <br /> 4. Completion Time. The Construction Survey and Layout Phase shall be completed within the <br /> time period set forth in Exhibit C,Project Timeline. <br /> C.
