BACKGROUND: <br /> General Engineering Services—Sanitary Sewer System <br /> In September 2015, The City Council approved an Administrative Consent Order with the United <br /> States Environmental Protection Agency and an agreement with AECOM to assist the City in <br /> preparing the necessary studies, reports, and programs that will meet the requirements of the <br /> Order. To begin addressing the Order, the City will need to increase its maintenance and <br /> inspection of the sewer system. This will require monitoring sewage flows in the system, smoke <br /> testing areas of the system, increased televised inspections, reviewing the data collected, and <br /> addressing problems uncovered in these efforts. <br /> Public Works staff proposes that a General Engineering Services Agreement be put in place to <br /> assist with sanitary sewer system improvements required as part of the increased maintenance <br /> efforts the City must engage in. <br /> Request for Qualifications and Proposals <br /> On December 18, 2015, the Public Works Department issued a Request for Qualifications and <br /> Proposals to area engineering firms. Among other work items, the proposal included a request for <br /> interest in entering into a 3 year agreement with the City to provide general sanitary sewer system <br /> engineering services. <br /> Eight firms received the request and proposals were obtained from 2 of the firms. The proposals <br /> were reviewed by City staff and Bainbridge, Gee, Milanski &Associates, Inc. (BGM) was <br /> recommended as being the firm most qualified to meet the best interests of the City. BGM is a <br /> local engineering firm with an established expertise in the City's sanitary sewer system. They <br /> have performed numerous projects for the City with good results. <br /> Staff recommends that Council retain the engineering services of Banbridge, Gee, Milanski, and <br /> Associates, Inc. to perform general engineering services for the City for a fee not to exceed <br /> $30,000. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Bainbridge, Gee, Milanski, and Associates, Inc. <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City Engineer. <br /> Richard Marley will be in attendance at the City Council meeting to answer any questions of the <br /> Council on this item. <br /> SCHEDULE: DESIGN AND CONSTRUCTION: <br /> BGM's services will be used as needed by the City in responding to maintenance needs within the <br /> sanitary sewer system.
