For these reasons, the Shore Oak Pump Station needs to be replaced with a modern system. The preliminary cost estimate for the construction of the new pump station is $300,000. Green Oak Pump Station The Green Oak Pump Station was originally built in 1971 and replaced in 1993 to serve the Greendell Subdivision on the City's northwest side. The pump station is owned by the City of Decatur and maintained under contract by the Sanitary District of Decatur. The station is located near the intersection of Green Oak Drive and Suzan Drive and discharges into a ductile iron force main which runs along Suzan Drive to a City sewer located in Valley Drive. The force main was not replaced at the time the pump station was replaced, and is now 45 years old. Over the past few years, the force main has experienced 3 breaks which signals the need to either rehabilitate or replace the line. The pump station is still in good condition and is not planned for replacement at this time. Request for Quali�cations and Proposals On December 18, 2015, the Public Works Department issued a Request for Qualifications and Proposals to area engineering firms. The proposal was to prepare design drawings and bid documents to replace the Shore Oak Pump Station and rehabilitate or replace the Green Oak Pump Station force main. The request also included interest in entering into a 3 year agreement with the City to provide general sanitary sewer system engineering services. Eight firms received the request and proposals were obtained from 2 of the firms. The proposals were reviewed by City staff and Bainbridge, Gee, Milanski & Associates, Inc. (BGM) was recommended. BGM is a local engineering firm with an established expertise in sanitary sewer systems. They have performed numerous projects for the City with good results. Design Agreement BGM will perform the necessary field surveys to design a replacement pump station for Shore Oak and rehabilitate the force main serving the Green Oak Pump Station. Construction plans and specifications necessary for advertisement, bidding and construction of the improvements will be prepared. An opinion of probable cost will be given to the City at the conclusion of design. BGM will prepare construction permit applications for the Illinois Environmental Protection Agency. Staff recommends that Council retain the engineering services of Banbridge, Gee, Milanski, and , Associates, Inc. to complete the design of the Shore Oak Pump Station replacement and the I rehabilitation of the Green Oak force main. Agreement for the pump station improvement work is for a fee not to exceed $50,000.
