City Clerk <br /> DATE: 5/10/2016 <br /> MEMO: <br /> TO: Honorable Mayor and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Gerard J Bauer,Assistant City Manager for Administration <br /> Jim Edwards, NIIS Manager <br /> SUBJECT: Resolution Approving a Capital Lease for the Purchase of Equipment and <br /> Licensing to Expand the CISCO Phone System Currently Being Used by the Decatur Police <br /> Department (DPD) and the Law Enforcement Center (LEC) to Other City Facilities <br /> SUMMARY RECOMIVIENDATION: <br /> City Staff recommends that City Council approve the attached two resolutions authorizing the <br /> purcl�ase, and annual payments of$78,403 from City funds over the next 5 years, for <br /> Equipment and Licensing to expand the CISCO Phone System currently installed for the DPD <br /> to other City Facilities. <br /> BACKGROUND: <br /> The City Offices at the Civic Center, Municipal Services Center, South Water Treatment <br /> Plant, Lake Patrol and Fire Houses 1 thru 7 are all utilizing older independent phone systems <br /> ranging in age of 8-15 years old. Due to their age, these systems are generating just under <br /> $10,000 per year in maintenance expense and have generated 67 service tickets in past year. <br /> In 2014 the DPD installed a new CISCO VOIP (Voice over Internet Protocol) phone system <br /> currently being used by the DPD and LEC. This system has the capability of supporting the <br /> phone needs for all City of Decatur Offices. City Staff recommends capitalizing on this <br /> investment by expanding this system to all City of Decatur offices by investing in: <br /> 1. Network infrastructure which supports VOIP phones <br /> 2. VOIP phones for buildings that are fiber connected <br /> 3. V�irival Private Network (VPN) components supporting VOIP phones for Fire Houses 2- <br /> 6 (Fire House 1 is fiber connected) and Lake Patrol <br /> 4. Additional Cisco Software Licensing to deliver phone service to all City of Decatur <br /> locations from one Phone System over our e�sting Wide Area Network <br /> Total cost of this project is anticipated to be $392,016.32. A 5 year Capital Lease Program <br /> is being offered from the manufacturer with an interest rate of 0%, annual payments of <br /> $78,403.26, and an End of Term buyout of assets of$1.00.
