Public Works Memorandum <br /> NO. 2016-19 <br /> DATE: May 4, 2016 <br /> TO: Honorable Mayor Julie Moore Wolfe and City Council Members <br /> FROM: Tim Gleason, City Manager <br /> Richard G. Marley, P.E., Public Works Director <br /> SUBJECT: 2016 Intergovernmental Microsurfacing Project, <br /> City Project 2015-24, Section No. 15-00524-00-SC <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolutions: <br /> 1. Resolution appropriating an additional $760,000 in State Motor Fuel Tax funds which is <br /> added to the $140,000 previously authorized for a total of$900,000 appropriated for the 2016 <br /> Intergovernmental Microsurfacing Project. <br /> 2. Resolution awarding the contract for the 2016 Intergovernmental Microsurfacing Project, City <br /> Project 2015-24, to Microsurfacing Contractors, LLC, as the lowest responsible bidder in the <br /> amount of$900,000 and that the Mayor be authorized to execute the contract and the City <br /> Clerk to attest. The resolution represents an expenditure of$823,325.60 as the low bid plus <br /> $76,674.40 for project contingencies. <br /> PRIOR COUNCIL ACTION: <br /> February 19, 2013 — Council approved Resolution R2013-16 establishing an Intergovernmental <br /> Cooperation Agreement for the sharing of certain costs related to the micro-surfacing improvement of <br /> portions of various public highways in Macon County, Illinois, between the City of Decatur, Hickory <br /> Point Township, Long Creek Township, Mount Zion Township and the County of Macon, Illinois. <br /> June 15,2015—Council approved Resolution R2015-79 appropriating$140,000 of State Motor Fuel <br /> Tax funds for the purpose of microsurfacing streets and highways under the applicable provisions of <br /> the Illinois Highway Code. <br /> February 16, 2016—Council approved Resolution R2016-18 establishing an Intergovernmental <br /> Cooperation Agreement for the sharing of certain costs related to the micro-surfacing improvement of <br /> portions of various public highways in Macon County, Illinois, between the City of Decatur, the <br /> Village of Long Creek and the Village of Mount Zion, Illinois. <br /> BACKGROUND: '� <br /> Streets Inspected Annually <br /> The Engineering Division inspects and rates approximately '/2 of the City's streets on a yearly basis. <br /> The results of these inspections are input into a computer database which is used to project the future <br /> Page � 1 <br />
