MINORITY PARTICIPATION GOALS ON STATE MOTOR FUEL TAX FUNDED <br /> PROJECTS: <br /> The City receives State Motor Fuel Tax funds which are used to perform contract maintenance on <br /> streets and bridges on a regular basis. The expenditure of State MFT funds is highly regulated by <br /> the Illinois Department of Transportation. The City's minority participation goals may not be <br /> applied to State MFT projects. To verify this information, City staff contacted the Director of <br /> IDOT's Office of Business & Workforce Diversity and was advised: <br /> "IDOT's construction contractor's workforce goals are set by the Office of Federal Contract <br /> Compliance. Per the OFCCP Macon County's goal are 7.2% minority and 6.9%female. (per <br /> project)" <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City Engineer. <br /> Richard Marley will be in attendance at the City Council meeting to answer any questions of the <br /> Council on this item. <br /> SCHEDULE: DESIGN AND CONSTRUCTION: <br /> Construction normally commences after the State executes a contract with the low bidder which <br /> should be within 6-8 weeks. The project should begin by the end of June and should be completed <br /> by the end of 2016. <br /> BUDGET IMPLICATIONS: <br /> Budget Impact: The Local Public Agency Agreement for Federal Participation authorizes <br /> $732,000 in Federal funding for the Mound Road Bridge over Spring Creek East with the City <br /> paying the balance of the required funds. The low bid was provided by Stark Excavating, Inc. at <br /> $1,022,767.94. The City has a current allocation of$200,000 in State Motor Fuel Tax funds and <br /> proposes an additional $120,000 to cover the additional cost plus a $29,232 contingency. <br /> Staffing Impact: The project will be overseen by the Illinois Department of Transportation and <br /> will be managed by City staff with the Public Warks Department. Staff time is allocated to manage <br /> the Mound Road bridge improvement project. <br /> This memorandum was prepared by Matthew C.
