March 7, 2016—Council approved Resolution No. R2016-22 authorizing a Local Public Agency <br /> Agreement for Federal Participation to improve Mound Road Bridge over Spring Creek (East), <br /> Structure No. 058-3037. The Agreement authorizes up to $732,000 in Federal funds which <br /> represents 80% of the estimated construction cost of$915,000. <br /> BACKGROUND: <br /> On March 7, 2016, the City Council approved a City-State Joint Agreement for the reconstruction <br /> of the Mound Road Bridge over Spring Creek East. This agreement approved a maximum amount <br /> of$732,000 in Federal Funds and City funding to pay the balance of the project costs which were <br /> projected to be approximately$200,000 at that time. Total project funding for the proposed bridge <br /> work was authorized at $932,000. <br /> The Mound Road/Spring Creek(East) bridge project is a project of the Illinois Department of <br /> Transportation, which oversees projects of this type that use Federal Funds. IDOT advertised the <br /> project and bids were received at a State letting held in Springfield on Friday, Apri122. The results <br /> of the State bid letting were as follows: <br /> Compared to Engineer's Est. <br /> Bidder Bid Price Over/ -Under <br /> Stark Excavating,Inc. $1,022,767.94 11.82% <br /> Otto Baum Company, Inc. $1,039,830.68 13.69% <br /> Counry Contractors,Inc. $1,079,491.40 18.03% <br /> Sangamo Construction Company $1,091,653.52 19.36% <br /> Engineer's Estimate(Chastain&Associates) $914,619.00 ----- <br /> Stark Excavating, Inc. provided the low bid at the recent bid letting conducted by the Illinois <br /> Department of Transportation. Stark Excavating is headquartered in Bloomington, Illinois, and is a <br /> well known and well respected bridge contractor in the State. <br /> All of the bids received by the State were over the original estimate provided by the City's Design <br /> Engineer, Chastain &Associates. In accordance with State rules, IDOT will not allow a thorough <br /> review of the bid line items by the City, however, from the close grouping of the bids, it appears <br /> that the original estimate was lower than expected and the low bid provided by Stark is reasonable <br /> for the work required. IDOT's review of the bids indicated this as well, and that prices for the <br /> bridge beams were higher than expected across all of the bids. It is not likely that rebidding the <br /> project will result in better bid prices. To rebid the project will delay the work on a structurally <br /> deficient bridge until next year which will incur additional design costs and the added normal yearly <br /> inflation of construction costs. <br /> City staff recommends that the Council approve the additional MFT funds required and allow the <br /> project to proceed this construction season. <br /> Page � 2 <br />
