Public Works Memorandum
NO. 2016-20
DATE: May 4, 2016
TO: Honorable Mayor Julie Moore Wolfe and City Council Members
FROM: Tim Gleason, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: U.S. Route 36 Bridge Lighting Replacement Project, City Project 2015-01,
Section No. 15-00501-00-LT
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolutions:
1. Resolution appropriating $60,000 in State Motor Fuel Tax funds for the U.S. 36 Bridge
Lighting Replacement Project.
2. Resolution awarding the contract for the U.S. Route 36 Bridge Lighting Replacement
Project, City Project 2015-01, to Bodine Electric of Decatur, as the lowest responsible
bidder in the amount of$60,000 and that the Mayor be authorized to execute the contract
and the City Clerk to attest. The resolution represents an expenditure of$49,241.03 as the
low bid plus $10,758.97 for project contingencies.
PRIOR COUNCIL ACTION:
There has been no prior Council action on this item.
BACKGROUND:
The condition of the lighting conduit and wiring along the edge of the U.S. Route 36 Bridge over
Lake Decatur has deteriorated over time to the point that it cannot be serviced, but will need to be
replaced. Some other components, such as the street light heads and the lighting controller have also
aged to the point that replacing them is more economical that trying to service them.
Letting Results
The project scope and specifications were prepared by the Engineering Division and approved by
the Illinois Department of Transportation (IDOT) for the use of Motor Fuel Tax funds. The project
was advertised on April 20 and 27, 2016, and bids were opened on May 4, 2016. The results of the
letting are as follows (bid tabulation attached):
Page 1
