Bidder Bid Price Compared to Engineer's Est.
Over (-Under)
Bodine Electric of Decatur $49,241.03 (17.79%)
Prairie State Plumbing & Heating $59,567.43 (0.55%)
Wissehr Electric, Inc. $70,778.45 18.16%
Egizii Electric, Inc. $74,263.70 23.98%
Engineer's Estimate $59,898.00 ------
Four contractors took out bid packages and all of them submitted a bid proposal for the U.S. Route 36
Bridge Lighting Replacement Project. Bodine Electric of Decatur provided the lowest responsive
and responsible bid at 17.79%below the Engineer's Estimate.
Bodine Electric of Decatur has successfully completed electrical projects for the City and adheres to
the prevailing wage rate requirements of the State of Illinois. Staff recommends that the City Council
approve a contract with Bodine Electric of Decatur to perform the U.S. Route 36 Bridge Lighting
Replacement Project.
SCHEDULE:
This project is expected to begin in early June and finish in early July.
BUDGET/TIME IMPLICATIONS:
Budget Impact: Funding for this project will be provided from the State Motor Fuel Tax Fund. It is
proposed that a total project expenditure of $60,000 be authorized representing the low bid of
$49,241.03 plus $10,758.97 for project contingencies.
Staff Impact: Staff time is allocated for this project.
MINORITY PARTICIPATION GOALS ON STATE MOTOR FUEL TAX FUNDED
PROJECTS:
The City receives State Motor Fuel Tax funds which are used to perform contract maintenance on
streets and bridges on a regular basis. The expenditure of State MFT funds is highly regulated by the
Illinois Department of Transportation. The City's minority participation goals may not be applied to
State MFT projects. To verify this information, City staff contacted the Director of IDOT's Office of
Business &Workforce Diversity and was advised:
"IDOT's construction contractor's workforce goals are set by the Office of Federal Contract
Compliance. Per the OFCCP Macon County's goal are 7.2% minority and 6.9%female. (per
project)"
POTENTIAL OBJECTION: There are no known objections to this resolution and bid award.
Page 2
