Anderson Plaia
Decatur, IL 62523
RE: Starr Crest Pump Station
City Project 2014-32
Dear Matt:
Congratulations on obtaining the easements necessary to complete this project. We are very
much looking forward to getting this project out to bid and under construction. As you are
aware, this project had been shelved for approximately 10 months while the property
negotiations were finalized.
During this waiting period, Ameren's representative for the project area has changed. Ms.
Wyatt is no longer our contact for this project, and the new representative is more receptive to
providing equipment and power supply in ways that could result in a reduction of both
construction and O&M costs to the City. However, plans and specifications would have to be
modified to accommodate such changes; and additional approvals from the Park District and
Macon County Highway might be necessary. We estimate that the negotiations with Ameren
and affected parties, and the revisions to the project documents will be $6,000.00. This
includes the preparation of any additional easement documents, if such become necessary.
Additionally, selection of a "green" access drive material for the facility that will meet the
aesthetic requirements of the Park District and the performance requirement (supporting a
vactor truck) of the Sanitary District has been challenging. Every green paving system seems to
have at least one significant drawback, from extremely high installation costs to requiring
regular supplemental watering to maintain the turf surface. We believe the design intent for
the access drive surface should be revisited. Our estimate for finalizing this element of the
project is $4,500.00.
In total, we are requesting a contract increase of$10,500.00 for the reasons cited above.
Bikeways&Parks•Trensportation•Water Resources•Storm Water•Waste Water•Master Planning•Land Development•Surveying•Construction Management
www.bgmengineering.com
