The pump station and force main are 48 years old and the pumps are 28 years old. It is located in <br /> the backyard of a single family home which makes it difficult to access and service. The design <br /> and construction of the pump station met industry standards when it was first built in the 1960's; <br /> however, the pump station no longer meets design criteria acceptable by the Illinois <br /> Environmental Protection Agency. In addition, operating records indicate the station does not <br /> have sufficient capacity for wet weather flow and the Sanitary District has had to respond to <br /> frequent high water alarms at the pump station. <br /> BGM's design work began in 2014 but was put on hold in 2015 while the final location of the <br /> pump station was determined. <br /> Change Order#1 <br /> The year long delay in the design work added costs to the project by increasing their interactions <br /> with stake holders (Ameren, Park District, Sanitary District, Macon County Highway Dept., City), <br /> and the increased cost of the general engineering services they provide. See the attached change <br /> Order request. Change Order#1 adds $10,500 to the existing $63,308 Agreement for a total fee <br /> not to exceed $73,808. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Bainbridge, Gee, Milanski, and Associates, Inc. <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City Engineer. <br /> Richard Marley will be in attendance at the City Council meeting to answer any questions of the <br /> Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Change Order#1 to the Engineering Services Agreement between the City of <br /> Decatur and BGM to provide design services for the replacement of the Starr Crest Pump Station ', <br /> adds $10,500 to the existing $62,308 Agreement for a total fee not to exceed $73,808.
